Speaking at the Munich Security Conference, he highlighted the catastrophic state of his country's vital infrastructure, asserting that Kyiv and its allies accuse Moscow of deliberately using "General's Winter" as a weapon to deprive civilians of heating and electricity as temperatures plummet.
