The United Nations strongly condemned the recent Israeli incursion into the Damascus countryside, deeming it a flagrant violation of the sovereignty, unity, and territorial integrity of the Syrian Arab Republic. This position was expressed by the Deputy Special Envoy of the Secretary-General to Syria, Najat Rochdi, who warned that such military actions further complicate the situation and contribute to the destabilization of the already fragile region.
Rushdi referred to initial reports from the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), which stated that the airstrikes accompanying the incursion resulted in civilian casualties, in addition to the displacement of dozens of families from the town of Beit Jann and surrounding areas, seeking refuge. She emphasized that the protection of civilians and civilian infrastructure remains a paramount priority under international humanitarian law.
Historical background and recurring context
This incursion is not an isolated incident, but rather part of a series of attacks launched by Israel inside Syrian territory over the past years, particularly since the outbreak of the Syrian crisis in 2011. Israel justifies these operations by claiming they target military sites and facilities belonging to Iran and its allied militias, such as Lebanese Hezbollah, with the aim of preventing the consolidation of their military presence near its borders and preventing the transfer of advanced weapons. This indirect conflict between Israel and Iran on Syrian soil constitutes one of the most dangerous aspects of the war, as it threatens to transform the local conflict into a wider regional confrontation.
Importance and potential impacts
The significance of this event lies in its timing and potential repercussions. Domestically, these attacks exacerbate the suffering of the Syrian people, who are already enduring a protracted war and a crippling economic crisis. Regionally, each Israeli attack raises tensions and carries the risk of retaliation from Iran or its allies, potentially igniting a direct confrontation that would be difficult to contain. Internationally, these violations challenge the international community and its institutions, and undermine diplomatic efforts to find a comprehensive and sustainable political solution to the Syrian crisis, in accordance with UN Security Council Resolution 2254.
A call to abide by international law
In closing, Najat Rochdi reaffirmed the United Nations’ unwavering commitment to Syria’s sovereignty, unity, independence, and territorial integrity. She called on all parties to immediately cease such violations, stressing the need to return to full compliance with the terms of the 1974 Disengagement Agreement between Syria and Israel, brokered by international mediation, which established a buffer zone in the Golan Heights. Respect for international law and existing agreements remains the only way to prevent further escalation and ensure the security and stability of the entire region.
