The General Secretariat of the Zakat and Tax Committees has launched an advanced system of performance dashboards to improve the efficiency of litigation, in line with Vision 2030 and to enhance the investment environment in the Kingdom.

The General Secretariat of the Zakat, Tax, and Customs Committees announced a significant achievement in its efforts to enhance performance efficiency and output quality during 2024, through the launch of a new and advanced generation of performance monitoring dashboards. This system functions as a comprehensive “digital operations room,” aiming to strengthen accurate monitoring processes, improve data quality, and support more precise and effective strategic and operational decision-making.

The context of digital transformation and Vision 2030

This development comes within the framework of the comprehensive digital transformation underway in the Kingdom of Saudi Arabia, a key pillar of Vision 2030. The Saudi government seeks to modernize all governmental and service sectors, including the judicial and quasi-judicial systems, with the aim of improving the investment environment and facilitating business operations. The General Secretariat of the Committees, as an independent judicial body that adjudicates zakat, tax, and customs disputes, is a pivotal player in achieving these objectives, as the development of its operations contributes to enhancing investor and taxpayer confidence in the tax system.

Details of the new system and its operational impact

The Secretariat explained that the upgraded generation of performance dashboards features a modern design and precise standards, enabling a comprehensive view of performance levels and measuring operational efficiency according to global best practices. These tools have empowered leaders to gain a clear and immediate overview of business progress and executive performance, and have supported real-time monitoring of the litigation process at all its stages, from filing a case to issuing a final ruling.

The system includes more than 65 specialized performance dashboards covering various workflows, most notably:

  • The live executive dashboard: This dashboard tracks the progress of cases moment by moment, displaying the case's age at each stage, with data updated every two hours to ensure the highest degree of immediate follow-up and rapid intervention to address any delays.
  • The strategic indicators dashboard displays the progress made in achieving the strategic objectives approved by the Board of Directors, ensuring that operational performance aligns with the overall vision of the Secretariat.
  • Judicial Circuits Performance Dashboard: It enables the measurement of the performance of each primary and appellate circuit separately, which helps in identifying strengths and opportunities for improvement, and contributes to raising the efficiency of judicial work and accelerating the pace of completion.
  • Specialized administrative dashboards: These include dashboards for monitoring the performance of the Legal Studies Department, the decision-making stage, project management, and the Customer Relationship Management (CRM) system to ensure effective response to customer requests.

The launch of this digital system will not only improve the internal operations of the General Secretariat, but will also impact the Kingdom's economic and judicial systems.
