The Saudi Arabian healthcare system achieved a remarkable digital milestone in 2024, with primary healthcare centers under the Ministry of Health recording a record number of beneficiaries, exceeding 41.2 million visits and medical consultations. This significant figure reflects the qualitative leap the healthcare sector is witnessing and the growing confidence of citizens and residents in the quality of services provided at the frontline healthcare level.
The context of health transformation and Vision 2030
These figures cannot be viewed in isolation from the broader context of the Health Sector Transformation Program, one of the programs under the Kingdom's Vision 2030, which aims to restructure the health sector into a comprehensive, efficient, and integrated healthcare system. The National Health Strategy has placed significant emphasis on strengthening the role of primary healthcare as the cornerstone of prevention and treatment, thereby alleviating pressure on referral and specialized hospitals. This surge in demand is a direct result of efforts to improve infrastructure, facilitate access to services through digital applications such as "Sehhaty" (My Health), and implement a modern healthcare model.
Citizen dominance and the superiority of the Eastern Province
Official statistics showed that citizens constituted the vast majority of all visitors, with 36.7 million visits, confirming the Ministry’s success in promoting the concept of “family doctor” and preventive care in Saudi society.
In terms of geographical distribution, the Eastern Province Health Cluster leads the nation as the most active health cluster in terms of patient visits. The cluster recorded a record 4,642,430 visits and consultations, of which 4,126,729 were for Saudi citizens. This figure reflects the high population density in the Eastern Province, as well as the cluster's efficiency in resource management and its coverage of the region's wide geographical area, encompassing its cities and governorates.
Ranking of health clusters: Asir and Jazan are in the lead
In the race for excellence in service delivery, the Asir Health Cluster ranked second in the Kingdom, providing services to more than 3,487,754 beneficiaries, highlighting the high operational capacity of health centers in the southern region. The Jazan Health Cluster followed in third place with a total of 3,204,800 visits, and the Qassim Health Cluster came in fourth with 3,150,842 visits, demonstrating a convergence in performance levels and demand for services across these vital regions.
The Riyadh Health Cluster II ranked fifth, recording 3,064,022 visits, playing a pivotal role in serving the residents of the capital and its surrounding governorates. In contrast, the Al-Jawf Health Cluster recorded 708,270 visits, the lowest number nationally, consistent with the region's population.
The strategic importance of these indicators
These figures carry significant implications that go beyond mere statistics; they indicate the success of the "health clusters" model launched by the Ministry to promote decentralization in service delivery. Furthermore, the increased rates of visits to primary healthcare centers are a positive health indicator, signifying higher rates of early disease detection, better management of chronic illnesses, and reduced financial and operational waste resulting from direct visits to emergency departments for non-emergency cases.
