The first batch of Saudi oil derivatives grants has arrived in Socotra to operate power plants, in a move aimed at supporting economic stability and improving vital services in Yemen.

In a vital step aimed at alleviating the humanitarian crisis and supporting infrastructure in Yemen, the first shipment of oil derivatives provided by the Kingdom of Saudi Arabia through the Saudi Development and Reconstruction Program for Yemen has arrived in the Socotra Archipelago. This shipment is intended to operate power generation stations in key districts such as Hadibu and Qalansiyah, and its impact is expected to extend to more than 70 power stations across various Yemeni governorates.

Background to continued Saudi support for Yemen

This support comes within the framework of Saudi Arabia’s ongoing efforts to assist the Yemeni people in confronting the challenges imposed by years of conflict. Since the outbreak of the crisis, Yemen’s electricity sector has suffered near-total collapse, leading to prolonged power outages that have directly impacted all aspects of life and crippled the ability of vital facilities such as hospitals, water pumping stations, and schools to provide essential services. This grant is not the first of its kind; the Saudi Development and Reconstruction Program for Yemen previously provided similar oil grants in 2018 (US$180 million), 2021 (US$422 million), and 2022 (US$200 million), reflecting a firm commitment to supporting Yemen’s stability.

Details of the grant and its economic dimensions

This shipment is part of a broader economic and development support package recently announced by the Kingdom, encompassing 28 projects and initiatives with a total value of SAR 1.9 billion. Under an agreement signed between the Saudi Program and the Yemeni Ministry of Electricity and Energy, the petroleum derivatives will be purchased from the Yemeni company PetroMasila, a move also aimed at strengthening the capabilities of Yemeni government institutions and supporting the local economy. The current grant amounts to 339 million liters of diesel and fuel oil, valued at up to USD 81.2 million, a quantity sufficient to make a tangible difference in electricity supply.

Strategic importance and expected impact

The impact of this grant is not limited to the humanitarian aspect alone, but extends to include important economic, social and strategic dimensions.

  • At the local level, a regular electricity supply will improve the quality of life for citizens, support the full operation of hospitals and health centers, ensure the continuity of the educational process, and revitalize small-scale commercial and industrial activity that relies on energy. It will also alleviate the financial burden on families who previously had to depend on expensive private generators.
  • At the regional level, these initiatives reinforce Saudi Arabia's role as a key supporter of stability in Yemen and the region, and contribute to strengthening legitimate state institutions to address security and economic challenges. They also represent a tool of soft power that builds bridges of trust with the Yemeni people.
  • At the international level: These efforts demonstrate a practical commitment to addressing the humanitarian crisis in Yemen, and support international goals aimed at achieving stability and development in the country, thus contributing to securing one of the most important international shipping lanes adjacent to Yemen.

The arrival of this grant to Socotra, an island of unique environmental and strategic importance, and then to the rest of the governorates, represents a glimmer of hope towards restoring basic services and revitalizing the economic cycle, and constitutes a fundamental step on the long road to recovery that Yemen is taking.
