In a strategic move aimed at promoting sustainable human development and achieving the goals of the Kingdom's Vision 2030, the Human Resources Development Fund (HRDF) announced the signing of a major agreement worth over 106 million riyals with the Education Support Association "Ta'allum." This significant partnership aims to empower the sons and daughters of social security beneficiaries, moving them from a state of dependency to one of productivity and financial independence. The signing ceremony was held under the patronage and in the presence of His Excellency the Minister of Human Resources and Social Development, Engineer Ahmed bin Sulaiman Al-Rajhi.
The agreement was signed at the Ministry's headquarters in Riyadh, with the Fund represented by its Director General, Mr. Turki bin Abdullah Al-Jawini, and the Association represented by its Secretary General, Dr. Adel bin Mohammed Al-Omari. This initiative is part of a fundamental shift in the philosophy of government support in the Kingdom, which is no longer limited to providing direct financial assistance, but focuses primarily on capacity building and providing individuals with the necessary tools to become active and contributing members of the national economy.
Historical background and national context
This agreement falls under the umbrella of the “Tamkeen” program, one of the most prominent national transformation programs launched by the Ministry of Human Resources and Social Development. The program aims to achieve financial sustainability for families benefiting from social security through various pathways, including employment, training, and support for entrepreneurial projects. This approach reflects the Kingdom’s commitment to investing in its human capital, recognizing it as the primary driver of economic and social development, and reducing reliance on long-term government subsidies.
The importance of the agreement and its expected impact
The great importance of this agreement lies in its comprehensive approach; the Human Resources Development Fund will cover all financial costs of training and qualifying beneficiaries, thus removing any financial obstacles that might prevent their enrollment in the programs. The training programs have been carefully designed to meet current and future labor market needs, focusing on professional diplomas in vital and high-demand specializations, including:
- Occupational Safety and Health
- Supply chain and logistics management
- Event organization and management
- Accounting and Taxes
This initiative is expected to have a multifaceted positive impact. Locally, it will contribute to raising the standard of living for beneficiary families, enhancing their social stability, and providing the labor market with qualified national talent. Economically, it will support localization efforts, reduce unemployment rates, and increase GDP by transforming consumers into producers.
Continuing the journey of success
This step comes as a continuation of the tangible successes achieved by the Social Security Empowerment Program. During the first quarter of 2023, the program successfully empowered more than 23,000 beneficiaries, exceeding the official target of 21,246. These figures not only reflect the effectiveness of the implemented programs but also underscore the seriousness and commitment of all stakeholders to bringing about real and sustainable change in the lives of the most vulnerable citizens and achieving the Kingdom's vision of building a vibrant society and a thriving economy.
