Record achievements for the Saudi housing sector in 2025
The Ministry of Municipal and Rural Affairs and Housing announced significant and tangible achievements in the housing sector during 2025, reflecting the accelerated progress towards realizing the goals of Saudi Vision 2030. The most prominent of these achievements included the launch of more than 108,000 new housing units within off-plan sales projects, in addition to issuing sales licenses for more than 97,000 other housing units. These steps aim to enhance the housing supply in the Kingdom, provide diverse housing solutions that meet the aspirations of Saudi families, and support the stability of the local real estate market.
General context: Vision 2030 and housing sector reform
These efforts fall within the broader strategic framework launched by the Kingdom of Saudi Arabia, represented by Vision 2030, which has set raising the rate of homeownership among citizens to 70% as one of its key objectives. Prior to the launch of Vision 2030, the housing sector faced challenges including a gap between supply and demand and difficulty in obtaining suitable housing finance. In response, the government launched several programs, such as the “Sakani” program, which aims to provide integrated housing and financing solutions for citizens and enhance partnerships with the private sector to accelerate the development of housing projects and increase the supply of high-quality real estate at competitive prices.
The importance of achievements and their expected impact
The launch of this large number of housing units is of paramount importance on several levels. Locally, it directly contributes to family stability for citizens by facilitating their journey to owning their first home and improving their quality of life. Economically, the influx of these projects revitalizes the construction sector and related industries, creating thousands of job opportunities and boosting GDP. Furthermore, regulating off-plan sales increases the transparency and reliability of the real estate market, protects the rights of all parties, and encourages developers to expand their projects.
Comprehensive support for beneficiaries
The Ministry's efforts were not limited to increasing supply; they also included a comprehensive support system. During the same year, more than 18,000 ready-to-move-in housing units were delivered to beneficiaries of housing support programs. In addition, more than 12,000 residential plots were offered through the "Sakani" online platform, giving citizens the freedom to choose the design and construction of their homes according to their needs. These figures reflect the Ministry's commitment to diversifying the housing and financing options available to citizens across the Kingdom, ensuring the necessary balance in the real estate market.
Towards a sustainable residential future
The Ministry of Municipal and Rural Affairs and Housing affirms that these achievements are part of an ongoing strategy to develop the sector. The Ministry is working to update regulations and legislation to ensure an attractive investment environment, while fostering effective partnerships with the private and non-profit sectors. These integrated efforts aim not only to achieve quantitative results but also to build vibrant and sustainable communities that contribute to the economic and social well-being of citizens and solidify the Kingdom's position as a leading model in urban and housing development.
