Minister of Education Yousef Al-Bunyan emphasized the transformation of education into an economic sector and a national production platform, in line with Vision 2030 and the Human Capability Development Program to promote sustainable growth.

Saudi Arabia’s Minister of Education, Yousef bin Abdullah Al-Bunyan, affirmed that the Kingdom is undergoing a radical strategic transformation in the education and training sector, aiming to shift it from a traditional service sector to a vital economic sector and a national production platform that effectively contributes to achieving sustainable growth. This statement was made during his patronage of the opening of the second edition of the “Investment in Education and Training Forum,” held in Riyadh with the participation of a select group of officials, investors, and experts.

Strategic context: Education at the heart of Saudi Vision 2030

This ambitious approach is a cornerstone of Saudi Vision 2030 , which aims to diversify national income sources and reduce reliance on oil. Historically, the Kingdom's education sector was primarily a government-run sector, focused on providing education as a basic service to citizens. Today, however, amidst major economic transformations, the Kingdom is adopting a new perspective that views education as an investment in human capital and a key driver of innovation and competitiveness. This shift aligns with the objectives of the Human Capability Development Program , which aims to cultivate globally competitive Saudi citizens equipped with the skills and knowledge necessary for the jobs of the future.

The importance of the transformation and its expected impact

Transforming education into an economic sector has profound implications across various levels. Locally , opening the door to domestic and foreign investment is expected to improve the quality of educational outcomes, increase student options, create new job opportunities, and alleviate the financial burden on the state budget. Minister Al-Bunyan explained that the Ministry is working diligently to create an attractive investment environment by providing legislative and regulatory support, and by launching an “Investor Guide” that outlines the pathways and procedures to ensure profitable returns for investors and the provision of high-quality educational services. The forum, held under the theme “Invest for Impact,” witnessed the signing of 12 agreements and memoranda of understanding between the education sector and governmental, private, and international entities, aimed at strengthening strategic partnerships, supporting innovation, and building capacity.

The forum also witnessed the Minister of Education honoring a number of outstanding students who achieved accomplishments in international competitions, such as the Asian Skills Competition 2025 and the Seoul International Invention Fair, in a gesture that confirms that the essence of this transformation is investing in the Saudi people to achieve the nation’s ambitions.

The forum continues to showcase the most prominent investment opportunities and successful public-private partnership models, with the participation of more than 1,500 experts and investors, making it a vital platform for shaping the future of education in the Kingdom as a key driver of comprehensive and sustainable development.
