In a historic achievement reflecting the success of its national transformation plans, the Kingdom of Saudi Arabia ranked second globally in the 2025 Digital Government Maturity Index (GTMI), published by the World Bank Group. This announcement was made during a press conference held in Washington, D.C., where the assessment covered 197 countries worldwide, thus reaffirming the Kingdom's leading position as a rising global digital power.
According to the report, the Kingdom achieved exceptional performance, placing it among the "very advanced" countries (Group A), with a score of 99.64% on the overall index. This superiority wasn't limited to the overall score; Saudi Arabia also dominated the four main sub-indices, achieving 99.92% in the availability of basic government systems, 99.90% in the provision of digital government services, 99.50% in digital transformation enablers, and 99.30% in the citizen engagement index.
Qualitative leaps in record time
To understand the magnitude of this achievement, one must consider the rapid upward trajectory the Kingdom has taken over the past five years. In 2020, the Kingdom ranked 49th globally in the first edition of the index. Thanks to accelerated efforts and the implementation of effective strategies, the Kingdom jumped to third place in 2022, and continues its ascent today, aiming to secure second place globally in 2025. This remarkable progress reflects the effectiveness of the strategies adopted by the Digital Government Authority and related entities.
Vision 2030: The primary driver of transformation
This achievement cannot be separated from the context of the Kingdom's Vision 2030, which has established digital transformation as a cornerstone for diversifying the economy and improving quality of life. The Vision has contributed to re-engineering government procedures, adopting the latest artificial intelligence technologies, and strengthening the digital infrastructure. His Excellency the Governor of the Digital Government Authority, Engineer Ahmed bin Mohammed Al-Suwayan, affirmed that this achievement is the fruit of the unlimited support from the wise leadership and the integrated work between the public and private sectors to serve beneficiaries.
Local and international impact of the achievement
This ranking carries significant economic and developmental implications. The Kingdom's attainment of this position enhances the attractiveness of the Saudi investment environment, as the maturity of digital government services is a crucial indicator for foreign investors seeking a transparent, fast, and efficient business environment. This development also directly impacts the well-being of citizens and residents by facilitating access to services and saving time and effort, thus raising overall quality of life indicators.
In conclusion, this report proves that Saudi Arabia is no longer just a consumer of technology, but has become a global role model in how to harness technology to serve humanity and develop government work, thus consolidating its position as a pivotal center for digital innovation in the Middle East and the world.
