In a significant humanitarian and developmental step, the Saudi Development and Reconstruction Program for Yemen (SDRPY) has begun implementing the directives of the Saudi leadership by delivering the first shipments of petroleum derivatives allocated to operate more than 70 power plants across various Yemeni governorates. The shipments departed from the headquarters of the Yemeni Petroleum Company (PetroMasila), marking the beginning of a new phase of support aimed at alleviating the severity of the humanitarian crisis and strengthening the Yemeni state's capacity to provide essential services to its citizens.
Background to the crisis and the deterioration of the energy sector
Yemen has been suffering for years from a devastating conflict that has created one of the world's worst humanitarian crises. This conflict has systematically destroyed infrastructure, with the electricity sector being among the hardest hit. Power outages lasting for hours, and in some areas for days, have paralyzed daily life and disrupted vital services such as hospitals, water pumping stations, and sanitation facilities. This situation has exacerbated the suffering of the population and negatively impacted all aspects of life, from education and health to food security, while also severely hindering any attempt at economic recovery.
The importance of the grant and its direct impact
This grant, totaling US$81.2 million and including 339 million liters of diesel and fuel oil, comes as a lifeline to the ailing electricity sector. Ensuring the continued operation of power plants not only provides electricity to homes, but also has far-reaching implications:
- The health sector: Ensuring that hospitals and medical centers operate around the clock, and that vital equipment such as incubators, dialysis machines, and operating rooms are operational.
- Water and food security: Operating water pumps to provide clean drinking water to the population, and supporting the agricultural sector that depends on irrigation.
- Economic stability: Enabling small and medium enterprises, workshops and factories to resume their work, creating job opportunities and supporting commercial activity.
- Social life: Improving public services such as street lighting, which enhances security, and allows students to continue their education in better conditions.
Governance and implementation mechanism
To ensure that support reaches those who need it and to maximize its benefit, an integrated governance mechanism was established. A joint oversight and monitoring committee was formed, comprising representatives from various Yemeni entities, working in coordination with the Saudi Program for the Development and Reconstruction of Yemen. This committee is responsible for distributing petroleum products to stations based on thorough studies of the actual needs of each governorate, thus ensuring transparency and preventing any waste of resources.
Extension of ongoing Saudi support
This grant is not an isolated event, but rather part of a long series of support provided by the Kingdom of Saudi Arabia to the Yemeni people through the Saudi Development and Reconstruction Program for Yemen. The program previously provided similar grants in 2018 (US$180 million), 2021 (US$422 million), and 2022 (US$200 million). This ongoing support aims to build the capacity of Yemeni government institutions, alleviate the financial burden on the state budget, and reduce pressure on the Central Bank of Yemen's foreign currency reserves, thereby contributing to economic and financial stability that supports the path to peace and development in Yemen.
