In a moving recorded message, His Excellency described Nabil Shuail's voice as "sweet and has contributed greatly to Gulf and Arab art," emphasizing the deep fraternal ties between the two nations by saying, "A Saudi is a Kuwaiti, and a Kuwaiti is a Saudi... and Abu Shuail deserves this honor." The artist received a commemorative shield from the General Entertainment Authority, presented by Executive Vice President Ahmed Al-Mahmadi.
