As part of the Kingdom of Saudi Arabia's ongoing efforts to develop digital government services and streamline procedures for citizens, the Ministry of Interior's Civil Status Agency has reiterated the deadlines and regulations for renewing national identity cards. The national identity card is the most important official document for Saudi citizens, as its validity is essential for accessing all government, banking, and healthcare services. Maintaining its validity is therefore a top priority to avoid disruption to daily life.
The best time to renew your ID to avoid a fine
The Civil Status Agency, through its awareness platform, clarified that the standard period for renewing national identity cards begins 180 days before their expiry date. The agency emphasized the importance of submitting renewal applications within this timeframe to ensure the continuity of services and avoid late fees, as well as to prevent disruption to vital services that require a valid ID. The renewal process is easily and conveniently conducted electronically through the "Absher" platform, requiring no in-person visits to offices except in specific stages.
Technical standards for personal photos in national identity cards
To ensure that the renewal application is accepted the first time, the Civil Status Department has set a number of technical requirements for the personal photo that is uploaded or taken, which are as follows:
- The background should be completely white to ensure the features are clear.
- The photo should be recent, meaning it should not have been taken more than 6 months ago.
- The facial features are completely clear, with no exaggerated expressions or makeup that alters the basic features.
- The image should be free of any technical defects such as ink spots or holes.
- Take the picture straight up and facing the camera, taking care to avoid the "red-eye" effect caused by the reflection of the flash.
Name change service: flexibility and controls
In the context of advanced e-services, the "Absher" platform offers a service to change the first name of citizens, whether for the beneficiary themselves or for a family member under the age of 18. This service is part of a package of facilities aimed at saving time and effort.
Duration and fees
This service is completely free for all citizens. As for processing time, it is immediate if the new name is already on the Civil Status list, while it takes approximately five working days if the name is not on the list, as it is subject to verification and review.
Terms and conditions for changing the name
The agency has put in place several regulatory controls for the name change process to ensure the integrity of civil records, most notably:
- The chosen name must comply with the standards and regulations for registering names approved in the Kingdom (such as not violating Sharia or public taste).
- The new name must not be identical to the name of a living first-degree family member (father, mother, siblings), to avoid confusion.
- The consent of both parents is required when wishing to change the name of a minor child (under 18 years old), unless one of them has passed away.
- There is no other pending request to amend any of the name data for the same beneficiary.
- The first name may be changed only twice; provided that the second time is exclusively for reverting to the previous name.
These meticulous procedures reflect the Ministry of Interior’s commitment to the accuracy of data in the civil registry, while providing maximum flexibility for citizens through digital channels, thus enhancing the efficiency of the e-government system in the Kingdom.
