The General Authority for Real Estate announced a new step within its comprehensive strategy to regulate the real estate sector, revealing the commencement of property registration for (15) real estate plots distributed across Mecca, Medina, and Jeddah. This announcement complements the Authority's efforts to automate and safeguard real estate ownership rights in the Kingdom.
Details of specific areas and times
The Authority clarified that the targeted areas in this phase include (14) real estate plots in the Makkah region, specifically in (part of the Ajyad neighborhood) in the Holy City, and (part of the Al-Wadi neighborhood) in Jeddah. The decision also included one real estate plot in the Madinah region, located in (part of the Al-Mahbouba neighborhood). The registration process for these plots is scheduled to begin on January 18, 2026 (29 Rajab 1447 AH) and continue until the end of April 23, 2026 (5 Dhu al-Qi'dah 1447 AH).
Strategic context and importance of in-kind registration
The real estate registration project is a cornerstone of the real estate sector strategy stemming from the Kingdom's Vision 2030. This system aims to transition from a personal registration system (based on owners' names) to a real estate registration system (based on property descriptions and precise geographical location). The significance of this qualitative shift lies in granting real estate deeds absolute legal validity, thereby protecting them against challenges and enhancing their legal reliability. This represents a fundamental solution to the problems of overlapping deeds and duplicate ownership that plagued the sector in the past.
Economic and investment impact
The benefits of real estate registration extend beyond regulatory aspects to encompass far-reaching economic impacts. By establishing a unified and accurate digital real estate database, the Authority contributes to enhancing the efficiency and transparency of the real estate market, thereby boosting the sector's attractiveness to both domestic and foreign investment. This system also facilitates real estate transactions, mortgages, and financing, positively impacting GDP and supporting sustainable urban development in major cities such as Mecca, Medina, and Jeddah.
Registration mechanism and requirements
The General Authority for Real Estate has called on property owners in the designated areas to prepare for the announced date by verifying their title deeds and ensuring they meet all regulatory requirements. Registration will be fully digital through the "Real Estate Registry" electronic platform, or by visiting authorized service centers. The Authority emphasized that a valid title deed is a prerequisite for completing the process.
