The General Authority for Real Estate announced that the deadline for initial property registration in a wide range of neighborhoods across Riyadh, Qassim, and the Eastern Province will expire at the end of tomorrow, Thursday, January 15. The Authority urged property owners in the targeted areas to expedite the registration process through the approved digital platform to avoid penalties and ensure their property rights are documented under the new regulations.

This announcement comes within the framework of a comprehensive strategy implemented by the Kingdom of Saudi Arabia to regulate the real estate sector. The "Real Estate Registration" system represents a qualitative shift from the traditional system based on registering ownership in the names of individuals to a system that relies on registering the real estate property itself. This transformation aims to grant each real estate unit an independent digital identity that includes its precise geographical location, description, legal status, and associated rights and obligations.

This project is a key pillar for enhancing the investment environment in the Kingdom, as it contributes to raising the level of transparency and reliability in the real estate market, and drastically reduces real estate disputes related to ownership or boundaries, thus supporting the gross domestic product and encouraging local and foreign investments in this vital sector.

Details of the neighborhoods included in the deadline in the Riyadh region

The authority clarified that registration ends in several governorates in the Riyadh region, including:

  • Al-Quwai’iyah Governorate: (Plan No. 1077, Plan 1051, Plan 359, Al-Quwai’iyah Sheep Market, Industrial Area, Al-Faydah, Al-Zuhur, Plan 1039, Plan 985, Al-Awash, Umm Surayhah, Al-Hazm, Plan 517, Al-Dirah, Plan 1045, Al-Jazirah, Al-Rabwah, Al-Salam, Plan 638, Al-Khalidiyah, Jafarah Al-Saadan, Plan 1029).

Sanctions and the future of real estate ownership

The General Authority for Real Estate emphasized that failure to register within the announced period will subject property owners to fines determined by a specialized committee. However, registration will remain open to receive applications even after the deadline for rectifying any issues. The Authority also indicated that the Real Estate Registry will issue a new title deed containing a unified property number, which will serve as the basis for all real estate transactions, including buying, selling, and mortgaging, thus enhancing property value and protecting rights.
