The General Authority for Real Estate issued an important notice to property owners in the Kingdom of Saudi Arabia, announcing the approaching deadline for the initial real estate registration in a wide range of residential and commercial areas across Riyadh, Qassim, and the Eastern Province. The Authority emphasized that the final date for completing the registration process is next Thursday, January 15th, urging everyone to comply promptly to avoid legal penalties.

The importance of real estate registration and the future of real estate in the Kingdom

This measure comes within a comprehensive strategy aimed at regulating the real estate sector in the Kingdom of Saudi Arabia in line with the objectives of Vision 2030. The real estate registration system is a qualitative shift from the system based on “registering people” (old deeds) to the “registering the property” system itself, where a real estate record is allocated for each unit that includes a distinctive property number, an accurate geographical location, and the legal and technical status of the property.

This digital transformation contributes to enhancing transparency and reliability in the real estate market, which increases the attractiveness of local and foreign investment, reduces real estate disputes related to ownership and boundaries, and facilitates buying, selling, and mortgage procedures.

Targeted areas and neighborhoods in the Riyadh region

The invitation included a number of governorates in the Riyadh region, with registration ending in the following neighborhoods:

  • Al-Quwai’iyah Governorate: Plans (1077, 1051, 359, 1039, 985), Al-Quwai’iyah Sheep Market, Industrial Area, Al-Faydah, Al-Zuhur, Al-Awash, Umm Surayhah, Al-Hazm, Al-Dirah, Al-Jazirah, Al-Rabwah, Al-Salam, Al-Khalidiyah, and others.
  • Al-Rayn Governorate: It includes the neighborhoods of Ashira, Al-Mathna, Al-Naqi’a, Al-Wusta, Abliya, Al-Qura’a, Al-Rifa’, Al-Wasita, Al-Ammar, Al-Mu’ayzila, Al-Mu’tala, Najd, Old Al-Rayn, Al-Gharibiya, Al-Safa, King Faisal, Al-Yarmouk, and other neighborhoods and plans.
  • Al Majmaah Governorate: Housing, First Industrial Area, King Abdullah, Airport, Park, Al Yarmouk.
  • Al-Aflaj Governorate: It includes a long list of them: Al Wahid, Al Azdehar, Prince Sultan, Al Andalus, Al Barqa, Al Bakr, Al Baladiya, Al Dawair, Al Saniya, Al Tarf, Al Fahil, Al Fayha, Al Mathna, Al Qaysiya, Al Marzouqiya, Al Masif, King Abdullah, Al Hilali, Al Wada’in, Al Wurud, and others.
  • Al-Ghat Governorate: Al-Arniyah, Al-Ghadir, Al-Muruj, Al-Nakheel, Al-Wurud, Al-Khuzama.

Targeted neighborhoods in the Qassim region

In the Qassim region, the authority called on property owners in the following cities and governorates to register:

  • Buraidah City: Parts of the western and northwestern neighborhoods of Buraidah, Al-Aziziyah, Al-Liwan, Al-Qara’a, Al-Bustan, Al-Jadidat, Al-Aqiq, Al-Ghammas, Granada, Al-Basr, Khub Rawdan, Al-Mulaida, Al-Saadah, Dhiras Al-Janubiyah, Al-Tawasul, Al-Hana’, Al-Matar, Al-Budur, Al-Uqailat, Al-Hadiyah (northern and southern), Al-Arifiyah, Asilan, and Al-Nour neighborhood.
  • Other governorates: include areas in Unaizah, Qasr Bin Aqeel Center (Al-Masif, Al-Khalidiyah, Al-Bustan), Al-Badai’ Governorate (Al-Nada neighborhood), Al-Khabra and Al-Sahabin Centers, Al-Bukairiyah Governorate (Al-Salam neighborhood), Al-Batin Center, Riyadh Al-Khabra Governorate, and Al-Jami’een neighborhood in Al-Rass Governorate.

Targeted neighborhoods in the Eastern Province

In the Eastern Province, the list included:

  • Hafr Al-Batin Governorate: Al-Rawdah, Al-Batin, Falij, Al-Fayha, Al-Sina’iyah, Qurtuba, Al-Wurud, Al-Manar, Al-Shifa, Al-Muruj, Al-Faisaliyah, Al-Safa, Al-Naifiyah, Al-Waha, Al-Sulaimaniyah, Al-Muhammadiyah, Al-Rabiyah, and the modified warehouses land plan, Al-Aziziyah, Al-Khalidiyah, Al-Tilal, and others.
  • Jubail Industrial City: Al-Dafi, Al-Fasl, Al-Lulu, Yanbu, Marduma, Al-Mutrafiyah, Al-Shati, Al-Fanatir, Al-Batinah Island, City Center, Al-Suruj, Al-Huwaylat, Al-Khaleej, Jalmudah, Al-Raqqa, Al-Bahr.
  • Al-Ahsa Governorate: Al-Rifa’a Al-Shamaliyah, Al-Kut, Al-Na’il, Al-Asilah, Al-Tali’iyah, Al-Mubarakiyah, and a large number of towns, villages, and agricultural and residential schemes.
  • Other governorates: include neighborhoods in Buqayq, Al-Nairiyah (Al-Rawabi, Al-Khaleej, Al-Rabee, Al-Rawdah), Al-Qaisumah Center, Al-Khafji Governorate, Al-Qatif Governorate, Ras Tanura, and Dammam.

Penalties and consequences of not registering

The General Authority for Real Estate emphasized that failure to register properties within the announced timeframe constitutes a clear violation of the Real Estate Registration Law. It clarified that non-compliance subjects property owners to financial penalties determined by a specialized committee tasked with reviewing violations. The penalty amount varies depending on the nature of the violation and the type of property.

Despite the expiry of the deadline specified in the announcement, the authority indicated that the “Real Estate Registry” platform will continue to receive registration requests, but the delay may result in legal accountability and fines, in addition to the disruption of property disposal procedures in the future.

The National Real Estate Registration Services Company (Real Estate Registry) is undertaking these massive operations using the latest geospatial technologies and digital platforms. The company aims to build a reliable national real estate database that grants each property a digital identity and a title deed encompassing all rights and obligations, thus establishing a new era of real estate security in the Kingdom.
