The General Authority for Real Estate announced the approaching deadline for completing the registration of properties under the first real estate registration system, for a large number of real estate plots located in vital areas across the Kingdom. This announcement includes 8,888 properties in Diriyah Governorate in the Riyadh region, in addition to 7,925 properties distributed across 16 neighborhoods in the Makkah region, and 15,133 properties in 14 neighborhoods in the Madinah region. This step comes as part of the Kingdom's ongoing efforts to regulate the real estate sector and protect property rights.
The journey of digital transformation and the history of real estate registration in the Kingdom
Over the past few years, Saudi Arabia has witnessed radical transformations in its real estate sector structure, shifting from a traditional system based on paper deeds and approximate descriptions to a real estate registration system that relies on precise geographic coordinates. This historic shift did not occur in a vacuum, but is the fruit of continuous efforts aligned with the objectives of Saudi Vision 2030, which aims to digitize government services and enhance transparency. The General Authority for Real Estate was established to serve as the regulatory body leading this change, supported by the National Company for Real Estate Registration Services, which utilizes the latest geospatial technologies to create a reliable and unified real estate database.
Neighborhoods included and the official deadline
The General Authority for Real Estate has set Thursday, the 30th of Ramadan 1447 AH (corresponding to March 19, 2026), as the deadline for registration in the designated areas. The Authority clarified that registration will close in Makkah in the following neighborhoods: Rivan 1, 2, 3, and 4, and Al-Yasmin 1 through 10. In Jeddah, the decision includes Al-Fanar and Al-Firdous neighborhoods. In Madinah, the list includes parts of Al-Asbah, Al-Dara', Al-Masani', Al-Rayah, Al-Khatim, Al-Fath, Bani Harithah, Wadi Mahzur, Al-Shuraybat, Bani Abd Al-Ashhal, and Wadi Mudhaynib, in addition to Al-Aridh, Al-Khalidiyah, and the entire Al-Iskan neighborhoods.
The economic importance of the property registration process and its overall impact
of property registration extend beyond administrative organization to encompass far-reaching economic impacts at the local, regional, and international levels. Locally, this system helps eliminate ownership disputes and duplicate deeds, providing citizens and local investors with absolute security in their transactions. Regionally and internationally, an accurate and transparent property registry improves the Kingdom's ranking in ease of doing business indices, making the Saudi real estate market an attractive and reliable destination for foreign capital. Issuing a property number and a title deed that includes the precise geographic location, property status, and encumbrances is a cornerstone for the sustainability of the real estate sector and enhancing its contribution to the GDP.
Documentation steps and consequences of failing to register
The Authority urged all property owners within the designated areas to expedite the registration of their properties through the Real Estate Registry platform before the deadline. This procedure allows owners to benefit from real estate transaction services and easily document any changes to their property. Conversely, the Authority clearly warned that failure to meet the deadline will subject owners to the financial penalties stipulated in the Real Estate Registration Law, which are determined by specialized committees. Despite the expiration of the mandatory deadline, the Authority confirmed that it will continue to accept applications, but with the enforcement of regulations regarding violations, to ensure the real estate system is completed with the highest standards of accuracy and reliability.
