- Expanding the powers of Video Assistant Referee (VAR): Video assistant referees will be given broader powers, including reviewing second yellow card cases leading to expulsion, as well as intervening to review erroneous decisions related to awarding corner kicks.
- Strengthening the role of the team captain: In a move to enforce discipline, it was decided that the team captain would be the only player authorized to speak to the referee for clarification. Any other player attempting to surround the referee or objecting inappropriately would be liable to receive a straight yellow card.
