Makkah police arrested five expatriates at a massage parlor for engaging in acts contrary to public decency. Learn more about the arrest and the legal procedures taken against them and the establishment.

As part of ongoing security efforts to monitor and address violations that affect societal values, the Makkah Region Police, in a qualitative operation carried out in direct coordination with the General Administration for Community Security and Combating Trafficking in Persons, were able to apprehend a group consisting of (5) expatriates involved in irregular practices.

Security authorities revealed that the accused exploited their work in a relaxation and body care center (massage centers) as a cover to practice acts that are contrary to public morals and ethical values, in clear violation of the regulations in force in the Kingdom of Saudi Arabia.

Regulatory procedures and deterrent penalties

As soon as the accused were apprehended, the competent authorities initiated all the initial regulatory procedures against them, as they were detained in preparation for referring them to the Public Prosecution, which is the body responsible for investigating such crimes and bringing charges, to ensure the application of the legitimate and regulatory penalties that guarantee the deterrence of anyone who dares to compromise the security and moral integrity of society.

In parallel with the criminal proceedings, coordination was made with the regional secretariat to apply strict municipal regulations against the commercial establishment (massage center), which may lead to closure and the imposition of large financial fines, due to its violation of the municipal penalties regulations and the use of the commercial activity for purposes other than those authorized.

Context of security efforts and community protection

This successful security operation is part of a series of intensive field campaigns conducted by the Ministry of Interior, represented by the Public Security Directorate and all security sectors, aimed at strengthening community security and combating crime in all its forms. The Kingdom places great importance on combating human trafficking and the exploitation of workers in prohibited or immoral activities, having established specialized departments for this purpose. This reflects the state's firm commitment to human rights and the preservation of societal dignity.

Body care and relaxation centers are among the commercial activities that are subject to strict periodic monitoring by joint (security and municipal) committees to ensure their compliance with legal and regulatory controls, and to prevent them from becoming dens for suspicious practices.

The importance of community oversight and reporting

Security authorities consistently emphasize the crucial role of citizens and residents in the security system, urging them to report any observations or suspicions regarding suspicious activities through official communication channels such as 911 in the Makkah, Riyadh, and Eastern regions, or 999 in the rest of the Kingdom. This close cooperation between the community and security personnel contributes to eliminating harmful behaviors and preserving the safe and conservative social environment that characterizes the Kingdom.
