In a decisive step to ensure the organization and safety of pilgrims, the Ministry of Hajj and Umrah in the Kingdom of Saudi Arabia, through its Minister, Dr. Tawfiq bin Fawzan Al-Rabiah, affirmed that performing Hajj is only permitted with a valid Hajj visa , emphasizing the absolute prohibition of using Umrah visas for Hajj. These statements were made during the 17th periodic meeting, held virtually with Saudi Umrah companies, on the occasion of the conclusion of the 1447 AH Umrah season.
Historical development in crowd management and visa regulation
For decades, the Kingdom of Saudi Arabia has borne a major historical and Islamic responsibility in managing and organizing the millions of pilgrims who flock to the Holy Sites annually. Historically, Hajj organization mechanisms have evolved from reliance on paper records and traditional missions to the adoption of the latest digital technologies and electronic platforms. This development was not a sudden occurrence, but rather a response to the urgent need to ensure the safety and security of the massive crowds and to prevent overcrowding that could lead to health or security risks. The current emphasis on adherence to regulations is a continuation of the Kingdom's long-standing efforts to establish strict organizational rules that guarantee every pilgrim their right to perform the rituals with ease and peace of mind.
Conclusion of the Umrah season and evaluation of strategic partnerships
The meeting, attended by several ministry officials and representatives of Umrah companies, included a comprehensive review of the Umrah season results. His Excellency the Minister commended the significant efforts made by Umrah companies, particularly during the peak season in the holy month of Ramadan. He praised their cooperation in serving the pilgrims, addressing the situations of stranded pilgrims, and facilitating their safe return home. The importance of continuously updating pilgrim departure data via the “Nusk Masar” platform and ensuring their smooth flow to airports according to precisely scheduled times was also emphasized.
The importance of obtaining a proper Hajj visa and departure dates
In preparation for the Hajj season, Dr. Al-Rabeeah reiterated the strict regulations, emphasizing that performing the pilgrimage requires a valid and authorized Hajj visa . He warned against any attempts to circumvent the regulations by exploiting Umrah visas. To ensure the smooth operation of the process, the Ministry announced crucial deadlines: the first of Shawwal will be the last day for issuing Umrah visas, while the fifteenth of Shawwal will be the last day for Umrah pilgrims to enter the Kingdom. The latest date for Umrah pilgrims to depart and remain in the Kingdom will be the first of Dhu al-Qi'dah, thus clearing Mecca for the Hajj pilgrims.
The strategic dimensions of Hajj organization and its global and local impact
This meticulous organization carries significant strategic implications on all levels. Locally, adherence to regulations helps alleviate pressure on the infrastructure, health facilities, and security in Mecca and the Holy Sites, enabling relevant authorities to provide high-quality services to registered pilgrims. Regionally and internationally, these measures send a clear message to all travel agencies and Islamic missions worldwide about the necessity of adhering to official quotas and routes, thus protecting those wishing to perform Hajj from fraudulent schemes and ensuring fairness in the distribution of opportunities among Muslims.
These steps are fully aligned with the objectives of the Kingdom’s Vision 2030, which prioritizes serving pilgrims and enriching their religious and cultural experience. In this context, the Minister invited companies to actively participate in the third edition of the Umrah and Visit Forum, scheduled for 2026. This forum will serve as a leading international platform for fostering partnerships, exchanging expertise, and showcasing investment opportunities that will elevate the Hajj and Umrah services system to unprecedented levels of excellence and innovation.
