Learn about the details of the Films for All initiative launched by the Saudi Film Commission to promote inclusivity and empower different segments of society in the film sector within the framework of Vision 2030.

In a new strategic move reflecting the rapid development of the cultural sector in Saudi Arabia, the Film Commission announced the launch of the “Films for All” initiative. This pioneering initiative aims to enhance and expand access to and participation in the film industry. It empowers diverse segments of society to experience cinema and contribute to its creative and professional development, thus reinforcing the concept of inclusivity within the creative industry.

Cultural context and historical transformation

This initiative comes at a time when the Saudi film industry is experiencing an unprecedented renaissance since the reopening of cinemas. The sector has transformed into a major workshop aimed at establishing the Kingdom as a regional and international hub for filmmaking. The “Films for All” initiative aligns with the broader objectives of Saudi Vision 2030, which prioritizes culture and quality of life, recognizing economic diversification and cultural participation as fundamental pillars of sustainable development. Through these initiatives, the General Entertainment Authority seeks to build a vibrant film sector that not only produces films but also embraces diverse talents and fosters a more inclusive and equitable production environment.

Four implementation tracks for the initiative

To ensure the achievement of its objectives, the Authority adopted an executive structure for the initiative based on four integrated tracks:

  • Policy track: focuses on setting regulatory standards and legislation that enshrine the principles of inclusion and equitable access within the sector, ensuring a healthy working environment for all.
  • Partnerships and Cooperation Track: This aims to activate the role of filmmakers, public and private entities, and the non-profit sector, to unify efforts in engaging and empowering all segments of society, including children, the elderly, and people with disabilities.
  • Events and Activities Track: Works to enhance the presence and participation of various community groups in the cinematic events organized by the Authority, while ensuring a pleasant and seamless experience by facilitating accompanying services and facilities to be everyone-friendly.
  • Talent Development Track: It is concerned with providing training and development opportunities and attracting creative talents from people with disabilities and all members of society, enabling them to effectively enter into the Saudi film industry and contribute to its future growth.

Expected impact and economic and social importance

The importance of the “Films for All” initiative extends beyond the artistic realm to encompass significant social and economic dimensions. Socially, the initiative promotes the inclusion of groups that previously faced difficulties accessing the film industry, such as people with disabilities, thus strengthening social cohesion and equal opportunities. Economically, expanding the industry's base of participants will inevitably lead to the discovery of new talent and the infusion of fresh perspectives into the job market, thereby enhancing the competitiveness of Saudi cinema both domestically and internationally.

This initiative affirms the Film Commission’s commitment to its complementary role in establishing community inclusivity and enabling the sustainability of the Saudi film sector to be accessible and effective, which bodes well for the future of the film industry in the Kingdom, capable of telling local stories with diverse voices that reach the world.
