The Saudi Ministry of Hajj and Umrah announced exceptional achievements during 2025, emphasizing that these successes are the culmination of integrated institutional work aimed at enhancing the quality of services provided to pilgrims. In line with the directives of the wise leadership and the objectives of the Pilgrim Service Program stemming from the Kingdom's Vision 2030, the Ministry revealed the issuance of more than 12.4 million Umrah visas , with an overall satisfaction rate among pilgrims reaching 94%, reflecting the tangible improvement in the Hajj and Umrah experience during their spiritual journey.

The Pilgrim Service Program aims to bring about a qualitative leap in the Hajj and Umrah experience by facilitating the hosting of more pilgrims and providing them with superior quality services. Historically, the Kingdom of Saudi Arabia, as the Custodian of the Two Holy Mosques, has given great attention to organizing Hajj and Umrah affairs, but the modern vision has elevated this attention to a new level of professionalism and operational efficiency, relying on digital transformation and innovative solutions for crowd management and service delivery.

These achievements transcend their local impact, shaping a new image for the Kingdom on the international stage. Domestically , these millions of pilgrims contribute to bolstering the national economy and stimulating vital sectors such as transportation, housing, and hospitality, creating thousands of job opportunities. Regionally and internationally , these successes solidify the Kingdom's position as a leader in the Islamic world and a pioneer in managing the largest human gatherings with efficiency and competence. Furthermore, facilitating Umrah procedures through digital platforms like "Nusuk" enhances the Kingdom's positive image and strengthens its cultural and religious ties with more than 172 countries worldwide, whose citizens have benefited from these services.

Digital transformation and the “Nusk” platform are at the heart of success

Digital transformation played a pivotal role in achieving this qualitative leap. 12.4 million Umrah visas were issued electronically through the “Nusk Masar” platform, while the number of users of the “Nusk” app exceeded 40 million, making it the largest app in the Kingdom. The digital “Nusk” card also served more than 1.6 million pilgrims during the last season, contributing to streamlined services and effective crowd management. These digital efforts resulted in the Ministry receiving six international ISO certifications for the sixth consecutive year, affirming the quality and governance of its digital services.

Early planning and institutional integration

One of the most important secrets to success is the early planning approach for the Hajj season, where work begins immediately after the previous season ends. This approach resulted in finalizing camp reservations for more than one million pilgrims 40 days before the deadline and signing agreements with 77 Hajj affairs offices to ensure early organization and integrated services. This integration among the various stakeholders, supported by innovative technological solutions, enhanced the system's readiness and reduced time and effort, which was reflected positively in satisfaction indicators, rising from 74% in 2022 to 91% in the 1446 AH Hajj season.

Humanitarian and awareness initiatives to serve the pilgrims

The efforts were not limited to the organizational and technical aspects, but extended to include the humanitarian and awareness-raising aspects. The “Happiness Team” implemented more than 3,000 field initiatives that benefited 350,000 pilgrims, while the “Nusk Enaya” centers contributed to reducing cases of lost pilgrims by 68%. On the awareness front, the “Awareness Kits” initiative was implemented, comprising 20 kits in 14 languages, targeting 94% of international pilgrims to enhance their understanding of Hajj rituals and regulations, taking into account cultural and behavioral differences.
