In a strategic move aimed at enhancing quality of life and improving the urban landscape, the Hafr Al-Batin Governorate Municipality organized a specialized workshop on Monday, bringing together its supervisory staff with representatives from the National Water Company. The workshop aimed to empower inspectors and grant them the necessary authority to monitor sewage leaks and overflows through the "Mumtali" digital application, violations that currently fall under the jurisdiction of the Saudi Water Authority.
This initiative comes within the framework of Saudi Arabia's digital transformation under Vision 2030, as the Ministry of Municipal and Rural Affairs and Housing seeks to automate oversight procedures to ensure rapid response and efficient performance. The "Mumtathil" application is a key pillar of this system, enabling inspectors to document violations electronically and instantly, thus reducing reliance on paper transactions and accelerating decision-making.
The collaboration between the Hafr Al-Batin Municipality and the National Water Company exemplifies institutional integration across various service sectors. By bridging regulatory gaps and unifying field efforts, the relevant authorities ensure that responsibilities are not fragmented, leading to a fundamental solution to the sewage overflow problems that have long plagued residents in some neighborhoods. This joint coordination guarantees comprehensive and effective oversight, covering all technical and regulatory aspects.
From an environmental and health perspective, this step is of paramount importance. The damage caused by sewage overflows is not limited to foul odors and unsightly conditions; it also poses a genuine health risk, serving as a breeding ground for insects and disease transmission. Therefore, immediate monitoring using modern technology directly contributes to protecting public health and providing a safe and clean living environment for citizens and residents.
Furthermore, this measure plays a vital role in protecting the governorate's infrastructure. Leakage, particularly from wastewater, erodes asphalt layers and damages road and building foundations, costing the state significant sums for maintenance and rehabilitation. By activating proactive monitoring through the "Mumtaal" system, these problems are addressed at their inception, preserving national assets and extending the lifespan of road networks and public facilities in Hafr Al-Batin.
