In accordance with the directives of the wise leadership and out of concern for the safety of the Kingdom's guests, the Ministry of Interior has initiated exceptional measures to address the situation of visitors. It has announced the extension of expired visas and the exemption of departing visitors from fees and fines. This decision includes holders of all types of visit visas, as well as Umrah, transit, and final exit visas, which expired on or after September 8, 1447 AH (February 25, 2026). This step comes in response to the current circumstances in the region, which have prevented some visitors from departing for their home countries within the specified timeframe.
The Kingdom's humanitarian efforts during times of regional crises
Historically, the Kingdom of Saudi Arabia has consistently demonstrated its unwavering commitment to noble humanitarian values, particularly in addressing the repercussions of regional and international crises. This initiative was not a spur-of-the-moment decision, but rather an extension of a long-standing Saudi approach that prioritizes human safety and dignity above all else. In numerous past instances, relevant authorities have swiftly provided exceptions and flexible facilitations for residents and visitors stranded due to compelling circumstances beyond their control. This flexible administrative approach reflects the Saudi government's ability to adapt rapidly to geopolitical shifts and to provide a safe and stable environment for all who set foot within the Kingdom.
Mechanism for extending expired visas via the Absher platform
The Ministry of Interior clarified the details of the implementation procedures for these directives, dividing the facilitations into two main tracks. The first track allows for the extension of visas that expired on or after September 8, 1447 AH (February 25, 2026 CE), based on a request submitted by the visitor's host. This exceptional extension extends until November 1, 1447 AH (April 18, 2026 CE). To facilitate the process for beneficiaries, this entire operation is conducted electronically through the "Absher" platform, after payment of the legally mandated fees. This reflects the success of the digital transformation plans in providing government services with high efficiency and without the need to visit passport offices.
Departure facilities and waiving of late fees
The second set of facilitations pertains to enabling holders of expired visas (visit, Umrah, transit, and final exit) to depart directly. Beneficiaries whose visas expired on the specified date (September 8, 1447 AH) are entitled to proceed directly to international departure points without the requirement to extend their visas beforehand, and most importantly, without incurring any additional fees or fines that would have been incurred for violating residency regulations. This financial exemption represents significant support for visitors and alleviates their financial burdens under these exceptional circumstances.
The economic and social dimensions of exceptional decisions
This decision carries far-reaching positive implications and impacts, both domestically and internationally. Domestically, it contributes to regulating the labor market, managing crowds, and easing pressure on service and security agencies, while maintaining legal order. Regionally and internationally, these measures enhance the Kingdom's soft power and reaffirm its leadership as a nation committed to peace and human rights. Furthermore, such decisions bolster international confidence in the Saudi tourism and investment environment, as visitors and investors recognize the existence of a sophisticated government system capable of protecting them and providing equitable solutions during times of crisis.
In closing, the Ministry of Interior urged all beneficiaries of these generous directives to take advantage of this grace period and depart before 1/11/1447 AH, corresponding to 18/4/2026 AD. The Ministry emphasized that adhering to this deadline will prevent visitors from facing penalties under applicable regulations, ensuring their safe and legal departure and facilitating their easy return to the Kingdom in the future.
