The Ministry of Education is activating mobile committees to enable sick and detained students to take the first semester exams in hospitals, prisons and homes, in accordance with regulations that ensure the integrity of education.

In a humanitarian and organizational move coinciding with the start of the first semester exams, the Ministry of Education the activation of the "Mobile Exam Committees" system. This procedural mechanism aims to ensure the continuity of the educational process for students whose compelling circumstances prevent them from attending school exam halls. This decision includes students hospitalized, those detained in correctional facilities and prisons, as well as those with medical conditions requiring them to remain at home.

Context of promoting educational opportunities for all

These measures come within the framework of the Kingdom of Saudi Arabia's commitment to providing educational opportunities for all without discrimination, and in line with the objectives of Vision 2030, which focuses on "lifelong learning" and ensuring that no student is left behind due to health or legal emergencies. This flexibility in the education system is evidence of the Ministry's evolving legislative framework, transforming the school from a mere concrete building into an institution that reaches students wherever they are, thus enhancing the psychological well-being of students and their families.

Precise mechanisms for testing prisons and correctional facilities

In detailing the procedures, the Ministry directed the formation of specialized committees to administer the exams to detained students . Each committee consists of two teachers who go directly to the detention facility after obtaining written confirmation of the student's willingness and readiness to take the exams. To ensure that detained students outside their original schools do not miss this opportunity, a direct coordination system was activated between the various education departments to deliver the exam papers and receive the answers with complete confidentiality and high reliability, thus guaranteeing the integrity of the exams.

Educational care for inpatients and those with health conditions

As for students hospitalized, regulations stipulate the formation of committees to visit them in their hospital rooms and enable them to take the exam, provided their guardian consents. The Ministry also granted education directors the authority to assign the nearest school to the hospital to administer the exam on behalf of the student's original school if the student is outside their district, thus streamlining procedures and easing the burden on the student's family.

Regarding chronic or infectious medical conditions that prevent leaving the house, the Ministry has put in place an exceptional solution by forming a tripartite committee (comprising the school principal, the student counselor, and a teacher) to hold the exam at the student’s home, with the requirement that the parent be present to ensure the safety of the exam environment.

Consideration of external treatment conditions

The ministry did not overlook students whose circumstances require them to travel outside the Kingdom for treatment or to accompany a patient, as they were classified as “those with excuses”, which allows them to take the exams for those absent with an excuse or to bring forward the date of the exams in cases of extreme necessity by a decision of the Director of Education, so that the student can devote himself to his treatment journey without worrying about his academic future.

This integrated system affirms that education is an inherent right that does not lapse due to circumstances, and that the Ministry is keen to balance the humanitarian aspect with quality standards and strict monitoring to ensure fairness among all students.
