Learn about the documents required to prove the independence of the residence in the Citizen Account for independent individuals, and the steps to find out the reasons for ineligibility through the application to ensure the continuation of support.

The Citizen Account Program has reiterated the regulations and procedures required for independent individuals to prove their independent residence, as part of the program's commitment to directing support to those who truly deserve it and ensuring the efficiency of social spending. These clarifications come in response to beneficiaries' ongoing inquiries regarding the registration process and data updates to ensure the continued disbursement of support.

Program context and economic objectives

Since its launch in December 2017, the Citizen Account Program has formed a cornerstone of the social safety net in the Kingdom of Saudi Arabia. The program was established to mitigate the direct and indirect effects of various economic reforms, such as energy and water price adjustments and the implementation of value-added tax (VAT), in line with the Kingdom's Vision 2030. The program continuously reviews its criteria to ensure that support reaches the most vulnerable families and individuals, thereby promoting social justice and economic stability for Saudi families.

Who is an independent individual? And what documents are required?

The program clarified that an independent individual is anyone aged 18 or older who lives in a separate residence, is unmarried, and has no dependents (whether single, widowed, or divorced). To ensure eligibility, the independent individual must submit documentation proving their independent residence, including the following options:

  • The beneficiary's title deed, along with the occupancy certificate.
  • The title deed along with a recent electricity bill in the beneficiary's name.
  • A unified electronic lease agreement registered on the "Ejar" network.
  • A scene proving a private residence for imams and muezzins.
  • A housing certificate issued by a military sector.
  • A description of the housing provided by the public or private sector.
  • Accommodation certificate issued by institutes, colleges or academies.

The importance of proving independence and its impact

The requirement to prove independent housing is a crucial step to ensure the integrity of the system. Through these requirements, the program aims to prevent duplication of support and to verify that the beneficiary is indeed responsible for living expenses independent of their family. This measure helps direct financial surpluses to support the most vulnerable groups, thereby increasing the overall efficiency of the government support system.

Steps to determine the reasons for ineligibility

In a related context, the program called on beneficiaries who receive a "not eligible" status not to worry, and to follow the easy digital steps via the official application to find out the reasons and address them:

  • Log in to the Citizen Account application.
  • Click on the "Eligibility" icon in the bottom menu.
  • Click on the "Details" option when the eligibility status appears.
  • Review the ineligibility code and the reason for it, and then submit an objection supported by the necessary documents.
