What is the Citizen Account Program?
The Citizen Account Program is one of the most prominent government support programs in the Kingdom of Saudi Arabia. Launched in December 2017, its aim is to protect Saudi families from the direct and indirect effects of various economic reforms, which may place an additional burden on certain segments of society. The program aims to redirect government support to reach those most in need and compensate citizens for any burdens that may arise from reforms such as adjustments to energy and water prices and the implementation of value-added tax (VAT).
When is the wife eligible to apply as the primary beneficiary?
In its efforts to ensure that support reaches those who deserve it and to cover all social circumstances, the Citizen Account Program clarified that the default registration is for the head of the household (husband) to be the primary beneficiary. However, the program identified four exceptional cases in which a Saudi wife can register as the primary beneficiary and benefit directly from the support, reflecting the program's flexibility and consideration of specific family situations. These cases are:
- A deserted wife or one whose husband is absent: If the husband is absent or has abandoned his family, the wife can prove this and submit her application to become responsible for receiving support for the family.
- Wife of an incapacitated person: If the husband is unable to manage his financial affairs due to a health or mental condition, the controls allow the wife to be the primary beneficiary to ensure the continuity of family support.
- Married to a non-Saudi: A Saudi citizen married to a foreign man is entitled to register in the program as a primary beneficiary, as the support is considered to be directed to the citizen and her children.
- Prisoner's wife: If the husband is serving a prison sentence, the wife can apply for support directly so that she can support her family during his absence.

How to find out the reason for ineligibility
To simplify the process for beneficiaries, the program provides clear ways to understand the reasons for ineligibility if an application is rejected through its digital platforms. Users can follow these steps via the official application:
- Log in to the Citizen Account application.
- Click on the “Eligibility Study” icon from the menu.
- Check your current eligibility status and click on “Details” to find out the reasons.
- If there are reasons for rejection, the beneficiary can update their data and submit an objection supported by the necessary documents.
