The “Certified Monitor” initiative falls within the Kingdom’s efforts to achieve the goals of Vision 2030, specifically the “Quality of Life” program, which aims to improve municipal services and reduce visual pollution. The Ministry’s modern strategy relies on activating the role of citizens and residents as key partners in the oversight process, thus shifting from centralized inspections to a smart, participatory monitoring approach. The seven conditions for entitlement to the bonus
The ministry has set seven strict criteria to ensure the reporter is eligible for the reward, which are:
- Effectiveness of the report: The report must contribute directly to uncovering and proving a real violation.
- Mandatory training: The applicant must pass the approved training course to ensure their familiarity with municipal regulations and bylaws and the correct monitoring methods.
- Conflict of interest prohibition: The bonus is prohibited for employees of the Ministry, Secretariats, Municipalities, or employees of the monitoring companies contracted with it.
- Degree of kinship: The ban extends to first-degree relatives of the aforementioned employees to ensure the highest standards of integrity and transparency.
- Integrity of record: The whistleblower's record is free of any previous malicious reports or attempts at deception.
- Non-fabrication: Ensure that the observed violation is not fabricated for the purpose of financial gain.
- Priority of detection: The violation must not have been previously detected by other entities or other observers.
Disbursement mechanism and expected impact
The regulations stipulate that the reward is contingent upon submitting a formal request within the specified timeframe, after the violation has become final and the violator's legal objection period has expired.
