The National Program to Combat Commercial Concealment in Saudi Arabia revealed significant figures in its 2025 monitoring report, reaffirming its continued commitment to combating the informal economy. The program announced the execution of 35,280 targeted inspection visits across various regions and cities of the Kingdom, as part of a comprehensive national campaign aimed at enhancing compliance with commercial regulations and eliminating harmful practices from the market.
Results of monitoring campaigns and penalties
Intensive field inspections resulted in the imposition of immediate fines exceeding 8.69 million Saudi riyals on violators. Reflecting the seriousness with which these crimes are being addressed, 47 high-profile cases of commercial concealment were referred to the Public Prosecution to complete the legal process, paving the way for the imposition of deterrent penalties stipulated in the Anti-Commercial Concealment Law, which may include imprisonment, hefty fines, and public shaming.
The past year also witnessed extensive legal action, represented by the referral of 724 confirmed violations to the Committee for Reviewing Violations of the Anti-Concealment System, in order to issue appropriate administrative penalties, thus ensuring justice and deterring anyone who dares to tamper with the country’s economic systems.
The role of artificial intelligence and digital indicators
Monitoring is no longer limited to traditional methods; inspection teams now rely on a precise reading of suspicious indicators and modern digital data. These advanced technological tools have enabled the detection of 1,017 initial suspected cases of commercial concealment across various sectors, confirming the effectiveness of monitoring and data analysis tools in accurately identifying violators before the offense escalates.

The program's teams handled reports received from the public with high professionalism, conducting field investigations into 6,373 suspected cases of commercial concealment. This community engagement is a cornerstone of the government's success, as public awareness contributes to uncovering practices that harm the national economy.
These efforts are of paramount importance within the framework of the Kingdom's Vision 2030, as eliminating commercial concealment is a key entry point for promoting fair competition and enabling Saudi entrepreneurs and small and medium-sized enterprises (SMEs) to grow in an environment free from unfair competition.
